PASS carries out professional dog risk assessments for children’s social care, covering fostering approvals, adoption placements, Parenting Assessments and child protection cases where a dog is part of the household. Every assessment is aligned to CoramBAAF’s Dog Assessment Form, giving panels and decision-makers a consistent, evidence-based report they can rely on.

Live video interview with the foster carer at home, dog present (via Teams, Zoom or WhatsApp), plus a review of history, breed and household set-up.
Specialist Assessment
In-home visit from a professional pet assessor, with the dog and household context considered.
Standard Assessment
Video interview requirement
The Standard Assessment’s video interview must be conducted with the foster carer in their own home, with the dog present, so the assessor can observe both the physical environment and the dog’s behaviour. It can be carried out via Microsoft Teams, Zoom or WhatsApp video call — a tablet or phone is preferred over a laptop, as it’s easier for the carer to move around the home and show the dog on camera.
How it works
Referral
A social worker or commissioner gets in touch, or completes the free screening tool.
Initial screening
The case is triaged to the appropriate tier: Standard Assessment or Specialist Assessment.
Home visit or live video interview
Carried out by a professional pet assessor, following the CoramBAAF-aligned process.
Written report
A clear, evidence-based report is issued, ready for the panel or decision-maker.
Follow-up support
Available if circumstances change or further reassurance is needed.
Aligned to CoramBAAF
Every assessment is explicitly aligned to CoramBAAF’s Dog Assessment Form, and supports the paperwork already used across Form C, Form F and PAR processes — so panels and IROs see a familiar, trusted structure.
